The text with it states:
"This strange weather phenomenon happened in Newfoundland where the waves were actually frozen as they crashed on the beach."
Well I'm not scientist, but to me it looks like the waves are moving ice pack to shore where it's piling up. I'm sure the wave action is freezing on the rocks adding to the build up, but I don't think it's so cold that the water is flash freezing. If it was, you'd think those people watching would have frost bite on their exposed skin in a matter of seconds as well. Especially since some of them don't seem to be bundled all that warmly. But as I said, I'm not a scientist and maybe the waves are actually freezing as they hit shore. Either way, I don't think I'd want to be sitting there watching it too long.
